Who it applies to and who it does not

It applies to a foreigner who invests under one of the 4 routes and wants permanent residency without going through temporary residency (Official source · MIC · as of 28 Sep 2026). The Migration Law exempts from prior temporary residency anyone who proves an investment under Law 4986/2013 on SUACE (Law in force · Law 6984/2022, art. 46 · as of 2 Oct 2026); the link between that exception and the Investor Pass remains Under review until the text of Res. MIC 283/2026 can be read.

It does not apply, on its own:
