What the Investor Pass is and who it is for

The Paraguay Investor Pass is the procedure that the Ministry of Industry and Commerce (MIC) and the National Migration Directorate (DNM) launched on 17 April 2026 so that a foreigner who invests in the country can obtain permanent residency without going through temporary residency (Official source · MIC · as of 28 Sep 2026). Its basis is Resolution MIC No. 0283/2026, of April 2026; our fact sheet on the rule is at /en/investor-pass/resolution-mic-283-2026.

Some English-language guides call it a “golden visa”. The official name is Paraguay Investor Pass, and it is a residency route, not citizenship (Editorial reading).

The process has two parts:

  1. The Foreign Investor Certificate (Constancia de Inversionista Extranjero, CIE), issued by the MIC through SUACE, the Unified System for Opening and Closing Companies (Official source · MIC · as of 28 Sep 2026). SUACE was created by Law 4986/2013 (Law in force · Law 4986/2013 · as of 28 Sep 2026).
  2. Permanent residency, granted by the DNM on the basis of that certificate (Official source · MIC · as of 28 Sep 2026).

Why can the temporary stage be skipped? Migration Law 6984/2022 provides that temporary residency lasts up to 2 years, renewable, and as a rule comes before permanent residency, but it exempts anyone who proves an investment under Law 4986/2013, that is, through the SUACE route (Law in force · Law 6984/2022, art. 46 · as of 2 Oct 2026). The link between that exception and the Investor Pass remains Under review until the text of Res. MIC 283/2026 can be read. Who it makes sense for. Someone who has already decided to invest in Paraguay an amount that meets one of the minimums and wants permanent residency from the start (Editorial reading). How to read the table: the SUACE route is no longer a separate path. Its scheme, USD 70,000 with 5 jobs, survives as the productive route within 283/2026 (Editorial reading).

On the ordinary route: Resolution DNM 407/2026, announced on 25 June 2026 and in force since 6 July 2026, is reported to have defined 12 proof-of-means categories (professional, employee, self-employed, digital nomad, property owner, retiree, among others) with no fixed amounts (Under review). The DNM page exists, but the details we have come from media and law firms, not from the text of the rule.

Step by step

  1. Choose the route and the vehicle. According to your capital and your plan (Editorial reading). In the productive route you will normally operate through a local company; we cover that in /en/empresas (Editorial reading). We could not read the documents required for each route in the resolution (Under review · article pending cross-check).
  2. Apply for the Foreign Investor Certificate (CIE) at the MIC through SUACE. Official step (Official source · MIC · as of 28 Sep 2026). Media and law firms citing the resolution report that it is issued within 5 business days (Under review).
  3. With the CIE, apply for direct permanent residency at the DNM. The CIE is processed through SUACE and the DNM grants the residency (Official source · MIC · as of 28 Sep 2026). Where the residency file is submitted remains Under review: the MIC note only refers to “a single window that integrates migration, tax and identification processes” (Official source · MIC, 17-04-2026; our translation). The exception that allows the temporary stage to be skipped is in the law, which refers to Law 4986/2013 (SUACE) (Law in force · Law 6984/2022, art. 46 · as of 2 Oct 2026); the link between that exception and the Investor Pass remains Under review until the text of Res. MIC 283/2026 can be read.
  4. Pay the migration fee. Permanent residency costs 25 daily minimum wages (jornales) = Gs. 2,926,925 (Official source · DNM, fees in force since 01/07/2026, Decree 6225/2026, Res. DNM 478/2026 · read 2 Oct 2026). Paying by card adds a surcharge of 2 % (debit), 2.5 % (local credit) or 3 % (international credit) + VAT. The amount is adjusted when the minimum wage changes: check the DNM fees page before paying.
  5. Wait for the decision and the residency card. The 90–120 business days in total that circulate are a law-firm estimate, not a legal deadline. One law firm states that the ID card is issued for 10 years (Under review).
  6. Meet the conditions after you obtain it. In the financial route, keep the investment for at least 2 years (Official source · MIC · as of 28 Sep 2026). In the productive route, sustain the 5 jobs (Official source · MIC · as of 28 Sep 2026); the deadline for reaching them under 283/2026 is not confirmed (Under review). For the other routes, the holding period does not appear in the official source we reviewed (Under review).

What English-language guides often get wrong

The most repeated errors in search results as of this page’s cut-off date. They appear in Spanish-language coverage and are echoed in English headlines and guides:

“From USD 70,000” vs “from USD 150,000”. One national outlet ran the headline that the Investor Pass is available “from USD 70,000”; other outlets and portals say “from USD 150,000”. Neither is complete (Editorial reading). USD 70,000 is the minimum for the productive route only and is tied to 5 formal jobs (Official source · MIC press release, 22-04-2026). USD 150,000 is the minimum for the tourism route (Official source · MIC press release, 22-04-2026). Someone who invests USD 70,000 without creating jobs does not qualify under any route (Editorial reading).

“The SUACE route of Resolution 1052/2025 is still available”. Several guides, including some from law firms and English-language portals, present it as current. It was repealed by 283/2026 (Official source · MIC · as of 28 Sep 2026).

“Buy an apartment and get residency”. The real estate route asks for USD 200,000 in a property destined for an economic activity (Official source · MIC press release, 22-04-2026). A home for your own use is not the same thing (Editorial reading).

Risks and common mistakes

  • Not sustaining the investment or the jobs. The previous regime provided for non-compliance to be notified to the DNM (Official source · MIC, Res. 1052/2025 · as of 28 Sep 2026), and the law provides for cancellation of residency (Law in force · Law 6984/2022, art. 55 · as of 28 Sep 2026). How that applies under 283/2026 is under review (Under review · article pending cross-check).
  • Staying away for a long time. Permanent residency is lost after more than 3 years of unjustified absence from the country (Law in force · Law 6984/2022, art. 54 · as of 28 Sep 2026).
  • Assuming your family is included. We found no official source on how a spouse and children are processed within the Investor Pass (Under review). Until it is confirmed, plan as if each family member files their own residency application (Editorial reading).
  • Buying rural land near the border. Law 2532/2005 sets a 50 km security zone (Law in force · Law 2532/2005, art. 1 · as of 28 Sep 2026), and foreigners from neighbouring countries may not own rural property in that zone unless authorised by decree of the Executive (Law in force · Law 2532/2005, art. 2 · as of 28 Sep 2026).   • Treating the tax side as settled. For an individual, the tax residency criterion is permanent residency (Law in force · Decree 3181/2019, art. 2 · as of 2 Oct 2026); your home country applies its own rules (Editorial reading). For example, dividends are subject to IDU (the dividend tax) at 8 % if the recipient is a resident and 15 % if not (Law in force · Law 6380/2019, art. 43 · as of 28 Sep 2026).   • Hiring someone who “guarantees” the outcome. Nobody can guarantee a DNM decision (Editorial reading). Third-party fees vary from case to case. What is still under review

Articles of Resolution 283/2026 (Under review · article pending cross-check); the exact date of the resolution, dependants, the link between the art. 46 exception of Law 6984/2022 and the Investor Pass, the time to issue the CIE, where the residency file is submitted, holding periods outside the financial route and the validity of the ID card (Under review). We are asking MIC/SUACE and the DNM about them.

Can multiple properties be combined to reach the minimum?

We do not know yet. The official sources we reviewed give USD 200,000 as the minimum for the real estate route, and we found nothing in them on whether it can be spread across several properties (Under review). A readable text of Resolution MIC 283/2026 or a written answer from MIC/SUACE would settle it; until then, do not plan on combining.

Paraguay Investor Pass vs ordinary residency: which is simpler?

It depends on whether you are investing anyway. If you only want to live in Paraguay and have provable income, the ordinary DNM route may be simpler and cheaper (Editorial reading). There is no confirmed total timeframe in an official source. The MIC certificate is reported to be issued within 5 business days (Under review). The 90 to 120 business days until the residency card are a law-firm estimate, not a legal deadline, so treat them as a planning range and not as a commitment.

Does the Investor Pass lead to citizenship?

This page covers residency only. The Investor Pass is a route to permanent residency (Official source · MIC · as of 28 Sep 2026); naturalisation is a separate process that this site does not yet cover. Whether and how time held under the Investor Pass counts toward it is Under review, and the applicable legal text, once we have checked it, would settle it.

Is Resolution 1052/2025 (the old SUACE route) still valid?
